Liu Penzi (born 10) is a puppet "emperor" placed on the Han Dynasty throne temporarily by the Chimei agrarian rebels after the collapse of the Xin Dynasty, from 25 to 27.

Liu Penzi and his 2 brothers are forced into the Chimei to be child soldiers.

When Chimei submits the new Emperor Gengshi of Han, his older brother Liu Gong flees to support the new emperor.

Later, Chimei rises again into rebellion, and when the need of an imperial pretender rises, Chimei leaders choose Liu Penzi as new imperial pretender.

When Chimei takes Chang'an, Liu Penzi is officially Emperor of China, but never has actual powers.

Accordingly, when Liu Xiu definitively overthrows the out of supply and exhausted Chimei, he spares the 17-year-old puppet emperor
