A religious synod meets in 196 BCE to crown Epiphanes at Memphis (the first occasion on which a Ptolemy is certainly known to have been crowned at the traditional capital).

The synod, to conciliate Egyptian feelings, decrees extensive privileges for the Egyptian temples, as recorded on the so-called Rosetta Stone. (Found in 1799, it provides the key to the hieroglyphic, or pictographic writing, of ancient Egypt.)

In addition, the decree, which reveals the increasing influence of Egyptian natives, remits debts and taxes, releases prisoners, and pardons rebels who surrender.
