Harrison Gray Otis (1765-1848), a red-haired nephew of James Otis and the son of Samuel Allyne Otis (1740-1814), had been a member of the Confederation Congress in 1787-88 and serves as secretary of the U.S. Senate from its first session in 1789 until his death.
Otis, who evolves into a prominent Federalist political leader, champions the states' rights Hartford Convention in its opposition to mercantilist policies and the War of 1812.
