In February 1982, in an unsatisfactory response to the demand for elections, Zia creates an appointed Majlis-i-Shoora (Council of Advisers), claiming that this is the pattern of Islamic law.

The body is clearly unrepresentative and has no powers of legislation.

It serves merely as a tame debating body.
