Charles III of Navarre had in 1387 succeeded his father Charles II “the Bad” as King of Navarre and Count of Évreux from 1387.
In 1404, he cedes his countships of Évreux, Champagne and Brie to King Charles VI of France in exchange for the title Duke of Nemours.
He has spent his reign improving the infrastructure of his kingdom, restoring Navarre's pride after the dismal reign of his father and mending strained relations with France.
Surnamed the Noble, Charles has given the land once more a peaceful and happy government, exerting his strength to the utmost to lift the country from its degenerate condition, reforming the government, building canals, and making navigable the tributaries of the Ebro flowing through Navarre.
